Charlotte Haines has served on the Board of Commissioners since 2002. She is currently serving as the Board President. As an active member of the community, she started the North City Neighborhood Association (NCNA) and began the sponsorship of neighborhood groups when the City of Shoreline incorporated in 1995. The NCNA started the cleanup campaign of the North City Business District by cleaning out weeds in the sidewalks and picking up litter. They also applied for a city grant to purchase the street planters, plants, hanging baskets and banners for the area. You may see Charlotte walking in the mornings with a green watering can making sure that these hanging baskets stay beautiful.
Charlotte has worked with the NCNA to decorate the streets and involve the buisness district by decorating their businesses for Christmas. She helped with the "Christmas Tree Lighting" on top of the reservoir owned by Shoreline Water District.
Charlotte also takes part in the "Celebrate Shoreline" parade on 15th Ave NE and was elected in the past to be the parade's Grand Marshall because of the work her group had done.
